You can clean external drives under Drive Wiper with CCleaner. But that will erase EVERYTHING.

Are you wanting option to erase everything, or just clean trash on external drives?

As there is no universal environmental variable for portable drive there's not much ccleaner can do to clean programs not in their default location. You can make winapp2 entries (see my signature) that cover your apps on removable drives and you can use custom location for (some) portable browsers
