this folder is always full of unused temporary downloaded files by steam...
C:\Program Files\Steam\steamapps\STEAMNAME\counter-strike source\cstrike\downloads\*.*
STEAMNAME - the account name that is used to log on steam
counter-strike source - i use mainly this game... but if the user has other games the folder name is the name of the game
