In SPECCY under OPERATING SYSTEM a value is displayed as SERIAL NUMBER.
That value does not match the value displayed when I issue the command :
wmie path SoftwareLicencingServices get OA3xOriginalProductKey
in the command window.
Shouldn't they match?
Which of those two numbers should I use when I try to do a clean W11 install on a new disk drive?

If your machine is already activated then you have a digital licence which is stored on the Microsoft cloud servers.
When you clean install from the same machine the licence will automatically be activated.

I am working on a friend's computer and don't have access to her MS account.
I would really like to know why there is a discrepancy between the two reported number. Where does Speccy get its number from?

You do not need to have access to her account. When the machine goes online it get activated automatically by the cloud if the machine has a digital licence
