Yes, CCleaner still offers secure deletion. It can be found under Options -> Settings then select the "Secure Deletion" radio box.

Found by using the Search function.
So this applies to how CCleaner deletes files in it's normal use, and not a stand-alone feature I could use to delete specific files?

Correct. If you are looking for something free that has the ability to delete specific folders or files, have a look at Eraser.
