Hi, under Options/Settings/Secure Deletion, I have checked Secure File Deletion (Slower).

How does this work?

If I right click on the recycle bin and choose Empty Recycle Bin, are the files deleted securely, or do I have to empty the bin in Ccleaner under Cleaner/ System/ Empty Recycle bin?

When you right-click the Recycle Bin instead choose to use CCleaner: 

Run CCleaner

Note: 

It's just an alternate quick way of using CCleaner  automatically. Also note that it will also clean everything else you have selected inside CCleaner's 'Cleaner' section, it is not limited to just the Recycle Bin alone when running CCleaner via the Recycle Bin right-click menu.
