I'm using "Free Download Manager" to download files. For download-in-progress files, they are created as .part files.
Is it safe to defrag these download-in-progress .part files?

You should always backup any important data before defragging just to be on the safe side. As far as I know Defraggler uses standard Microsoft API calls to move files and it's pretty secure (at least as NTFS is concerned).
