I think there should be a context menu to wipe the Recycle Bin items.

If so, give the user the option to choose a regular delete context, or a wipe so they don't have both clogging their menu.

Yes please - a new optional context menu on the recycle bin to "Erase Recycle Bin", which then does what it says according to the chosen settings for deletion. (It might also be handy if th recycle bin had it's own settings for level of deletion, as you might want to do 35 pass erasing on items in the recycle bin, but just 1 pass on normal CC activity.

You should never want (or need) to do a 35 times overwrite on any drive unless you're trying to wear it out
