Shouldnt Recuva portable save its settings to an INI file (by default) just like CCleaner portable does?
I found that that option is actually unchecked by default.

It seems Piriform forgot to include a portable.dat in the zip.
Just create a file called portable.dat in the Recuva directory, containing the text:
#PORTABLE#
Sorry about that. All fixed now!
