We have seen a few issues with some Windows 7 installations recently (but not all Windows 7 users).
Try using the ‘Slim’ installer, the 3rd one down here: Download CCleaner builds | CCleaner Portable, Slim, and more
It installs exactly the same CCleaner, but does the install slightly differently.
(If that still doesn’t work then you could try the CCleaner from the Microsoft Store. Again it’s the same CCleaner but being from the MS Store some of the files install in different locations. NOTE that the MS store takes a while to update when there is a new version).
