The printscreen button should run Snip & Sketch, which it does, everywhere. Except on CCleaner.
Please stop hijacking the printscreen button. That'll solve it most likely.

No it shouldn't run snip & sketch if just press printscreen button on its own. It doesn't on my machine.
The snip and sketch shortcut on my taskbar does the job.
If you really want to have the printscreen button open snip & sketch go to Settings....Ease of Access > Keyboard and move the slide button to use the PrtScn button to open screen snipping
It works.
