You seem to have misunderstood how CCleaner's Performance Optimizer works.
Performance Optimizer doesn't stop the running processes altogether.
It <em>"temporarily puts them into 'Sleep' mode to free up speed and performance"</em> and they will automatically wake up again if/when they are needed.
You can pick or choose if you want to put certain ones to sleep and keep others running.
Plus of course nobody is saying that you have to use the Performance Optimizer at all, it's just a tool and whether you use it or not is your choice.
The pop-up notice is just for information and if you don't like what that pop-up says then simply ignore it.
