Try going into Windows settings and setting your display scale to 100%.

Then see if CCleaner 7 will get past the Welcome page.

Put your display scale back to whatever it was.

I hadn’t yet discovered the zoom/scale fix mentioned here, but a few days ago I accidentally discovered a different workaround. While stuck on the splash screen I disconnected from the internet, closed and reopened CCleaner, and the splash screen was gone. Even after reconnecting my wi-fi, then closing and reopening CCleaner, the splash screen still never appeared again.
