Well first you need to patch uxtheme.dll. Its fairly simple and you can find good instruction here:

Then download the file and unzip it. Put the msstyle file in C:/Windows/Resources/Themes.
The other contents of the zip file is the background(.jpg) and then the program that will turn your taskbar transparent. That one I have never tried.
