Windows Security Center:
"Microsoft Security Essentials reports that it is turned off"
Microsoft Security Essentials:
"Microsoft Security Essentials is monitoring your computer and helping to protect it"
How are these two things happening at the same time?
Ive tried rebooting, no luck
Ive tried disabling and re-enabling MSE real-time protection, no luck
Ive updated MSE fully, no luck
MS Windows XP Media Center Edition Professional 32-bit SP3
There's also this where you may need to rebuild the WMI database for Security Center to properly report the status of installed security software such as antivirus.

Tried the other steps to fix the main problem, now another problem!
1. Uninstalled MSE
2. Got an error upon uninstall
3. Manually deleted the files and registry stuff related to MSE
4. Cant install MSE 2.0
I have the mseinstall.exe file saved, I get to the ready to install part, then:
----------------------------------------------------------------------------------
Cannot complete the Security Essentials installation
An error has prevented The Security Essentials setup wizard from completing
successfully. Please restart your computer and try again.
Error Code:0x80070463
I have restarted and tried again
The windows installer service starts automatically on startup
I even used the OneCare cleanup tool (removed quite a lot of junk)
Is your error code 0x80070463 as you say, or is it as in the thread below 0X80070643 ?

Error Code: 0x80070643
I have uninstalled all spyware/virus programs
The windows installer service runs automatically on startup
I have ran the OneCare cleanup utility
I am pretty sure I have windows installer 3.1 as I am up-to-date with microsoft update
Although it is no longer downloadable from Microsoft because it had problems with Microsoft office files, it may be worthwhile trying the Windows Installer CleanUp Tool still available from here

Look for Microsoft Security Essentials in the list and click remove, then reboot.

Downloaded Appremover (security program remover) removed Cyberdefender antivirus and antispyware, their website is rated RED by WOT, as a scam site.
Used the cleanup tool to remove Microsoft Security Essentials and Microsoft Antispyware
Downloading MSE at the moment, ill get back to you if it works or not. THANKS A BUNCH!

Everything working beautifully now, security center shows green for antivirus, that problem solved.
MSE installed nicely, updated and running without problems, I like the wierd spiderweb layout of version 2.
Thank you for helping me.
