Happens too often in actuality. I've lost count how many times in the 6-7 months I've had this Win10 laptop where I've had to use the Microsoft Windows Update Troubleshooter ("wu10.diagcab"), there's versions for Windows 7, 8, and 10 listed here.
It has nothing to do with Win Updates in general.
It's actually to do with Windows Defender and how it responds with Win Updates.
It is a new issue and more info is coming online about it.

Just when I thought Win10 might be mature enough to upgrade to from Win7. Guess I'll stay where I am.
im on w8.1 :-) as long the laptop works :-)
I wonder what Windows 10 version is causing all that then, is it the notoriously buggy October 2018 Update v1809 because I'm still on v1803 (since v1809 hasn't been offered on my laptop yet). I'm not having any issues updating Windows Defender which I'm more likely to manually invoke the update instead of waiting for it to do so.
Nothing to do with latest Windows version. Turns out it's a DNS issue.
Comcast have fixed theirs but some such as BT in the UK the fix is a bit patchy.
Changing your DNS to Google 8.8.8.8. allows you to update straight away.

I already use as a primary Cloudfare 1.1.1.1, and secondary as backup if Cloudfare goes down the Google 8.8.8.8 as you mentioned.
