I'd personally download it.
You'll find a lot of software these days requires it in order to be able to run. Particularly if you're installing software from disk media, it will often be part of the deployment and it will be installed it if it's not already on your system. The framework itself is a free distributable.
You may also find different versions of the framework installed at the same time; they work perfectly well side-by-side. These days there isn't so much of a requirement for the older v1.1. You'll find much more software written for later versions: 2.0, 3.0 and 3.5.
You can check what versions you have installed by looking under this registry key: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\.NETFramework\InstallRoot. Although you may find entries in Add/Remove programs this isn't a reliable way of telling which versions have been installed.
If you get an update to an installed version of the framework (as opposed to downloading a framework for the first time) through Windows Update then you should always install it because it will likely contain security updates; though these are very infrequent.
It's one of those requirements now and needs to be installed to run allot of software.
Don't remove v1.1 or v2.0, etc., if you already have them installed, as removing them breaks the ability to use any installed software that explicitly needs a particular version to function.
