I executed in Terminal the command: /bin/launchctl load -w /LibraryAgents/com.piriform.ccleaner.plist and the program started.

Do you have to do that every launch or did it fix it completely?
Megan, fix it completely. I have only a message when I open CCleaner after restart or start the computer I got a message like this: The CCleaner application is no longer open. I close the message and try again and it opens without problem.
