No CCleaner won't delete files like that.
What I would do is a file search on your hard drive for SHLWAPI.dll. It should be in you Windows\System32 folder. If it isn't on your hard drive then you can download it here. Unzip it into your Windows\System32 folder then register it using Run: Regsvr32 SHLWAPI.dll.
Try everything again to see if the error returns.
Just as a matter of interest, which virus checker are you using? Does it run all the time? Is it up to date? Have you done a full virus check?
Just checking the file at dll-files its an older version so try this one.
