If CCleaner adds any new features, it's always, as far as I'm aware, announced as a new, updated version.
The winapp2.ini and winsys2.ini, are a compilation of user added cleaning routines, and are usually incorporated into new versions of CCleaner by the development team in an embedded ini, a copy of which is available from this constantly updated link.
You can do occassional checks in this thread for the latest winapp2.ini, and add your own if you wish, although as mentioned above, the user generated routines are now usually included in new versions of CCleaner.
