Nevermind. I just resolved my own issue. Apparently CCleaner really did delete all cookies but a browser plugin add on was making a list of cookies active evertime I launched my browser!
If anyone can tell me how to delete this post, I'd appreciate it.

Your post is one of those ah ha lightbulb over the head type of moments which could be the reason some people have complained about cookies not being removed, without anyone figuring out a browser plugin could be the cause.
