Is CCleaner Cloud still actively developed? These forums seems to be quiet and I haven't noticed an update in quite some time.
As far as the developers have informed the moderators I've not heard that the project was no more.
From what I am guessing, when a new version of CCleaner is released. The Cloud is silently updated too. But, I could be wrong.

Yes, CCleaner Cloud is still developed
We're currently working on a lot of behind the scenes work which is why there hasn't been a noticeable update for a while. Don't worry though, there are some updates in the pipeline, we just don't have a set release date yet
