Internet Explorer 11.0.9600,16384 temp files not being deleted

Upon cleaning in Windows 8.1 Pro, CCleaner v4.07.4369 reports the IE temp internet files have been deleted, yet upon immediate rescan/analysis, it's back on the list of items to be removed.

The thread title should have a period instead of a comma at ",16384" as that's the version build number, not the number of temp files. <_<

I disabled Enhanced Protected Mode, rebooted the pc and tried CCleaner again; no joy.

I deleted everything checkable from within IE; no joy.

I discovered the "fix" is to excercise a little patience -- ensure the IE process(es) are completely ended.

You can witness IE increase the temp file file size even while IE browser is closed by reanalyzing in CCleaner multiple times.

I have thus far not seen it go beyond 5,701k in size (file count of 8).

Allow the IE process time to end before cleaning with CCleaner. I found that the IE process persists for a while after closing the browser and it continues writes until the process ends, and apparently writes just as it is ending.

If CCleaner is run on it before the IE process ends completely (about 20 seconds in my case), it will show new temp files upon later analysis. After the IE process ends (check via Task manager -- which can, of course, be used to manually end it), CCleaner can be run and the removal will stick. Also, be sure the "Internet Explorer Low-Mic Tool" process has ended (or manually end it). And check that the MS Store process/task is not running.

hmmm.. nope!

That worked yesterday, but now the temp file shows up as 5,121k worth (1 file) even when IE was never opened after rebooting the pc.

The Windows search processes are responsible, as they run when "Run Cleaner" function is begun -- verified by ending them first then clicking "Run Cleaner" button and they show up in the process/task list. They are: Filter Host, Indexer and Protocol Host. IOW, the very act of cleaning creates a new replacement temp file for the one(s) that just got erased!

Incidentally, I waited 10 minutes for the Search processes to end on their own after running CCleaner; the Filter Host disappeared after about 8 minutes, the Protocol Host at about 9 minutes, the Indexer is persistent.

As I'm sure CCleaner isn't the only program that opens these Search processes, it seems MS is bent on creating "IE" temp files regardless of whether one ever actually opens IE.
