Just went through all kinds of grief because Word/Excel/Access wouldn’t start. After a complete reinstall, still no good. Tried administrator and it worked. Discovered that once I uninstalled CCleaner they worked normally. Last time I used them it worked fine. Perhaps a new update did it. I will submit a ticket but for now, I had to remove CCleaner.
You may have put Word/Excel/Access to sleep using CCleaner’s Performance optimizer.
I also had this problem with All Microsoft Apps, Excel Word, One Drive. Changing Excel and Word Short cuts to have Admin access they worked but I still had to use Microsoft 365 App to get to files not on my One Drive. It finally came to me that the happened after I browsed thru the new Cloud Drive Cleaner section. I uninstalled CCleaner and everything was back to working as expected. I then re-installed CCleaner but stayed away from the new Cloud Cleaner Option and have not had any more problems.
