If I have CCleaner Professional, can I use it on other devices? I have it on my laptop and want to add it to my iPhone.

At the moment CCleaner for iPhone is only available through the Apple Store - and you have to pay Apple for it if you want the Pro version.
It was similar when CCleaner for Android first came out, you had to pay Google Store for it - but that has changed and you can now use your CCleaner provided mulri-device licence on Windows, MacOS, and Android devices.
So in future it may change for iPhones as well - but that will probably take some time before the licensing agreements get sorted out.
At the moment though if you want CCleaner on an iPhone then you have to buy a licence from Apple.
PS. You can use a CCleaner licence on a MacOS device, just not iOS yet.

There is a Free version, but if you want Pro then you have to purchase a licence from Apple.
I don't believe that CCleaner is available for iOS-Tablet yet - those have yet another, different, operating system.
