How do I defragment "C:\System Volume Information\.

I think that's the location where Restore Points are kept. You better do a new restore point before defragging and them delete all older restore points using the windows cleanup util.

SVI is indeed where Windows stores restore points, driver roll backs, registry snapshots etc.

Since this gets constantly updated there is probably very little point trying to defrag it.

If you still want to purge the SVI folder just turning off and turning on system restore.
