currently that feature is not in CCleaner 7. if you would like it re added make a post in the ideas portal (link in left hand column of CCleaner).
If you mean ‘how can I run CCleaner 7 from the recycle bin right-click .
The answer is you cannot do this with CCleaner 7.

I’m just a user like you, not employee of CCleaner/Piriform.
I’ve never had occasion to use this particular feature, but, like you, many do and it has been asked for by others.
Why have they taken this feature out of CC7? I use it all the time.
they don’t tell us why.
Of course, understood but why remove such a critical feature. I have lodged for it to be reinstated in the ideas area. I can see quite a few users have complained about it.
