That .REG file won't load/download and really isn't the type of thing to post on a forum anyways. It's better to post such things as plain text on the forum, or upload as a .txt document then anyone looking at it can't accidentally import it into their registry.
"Registry errors" that keep returning are usually because Windows or some program is re-creating them, you can exclude them. Or don't clean the registry at all, and if using Windows 10 you're better off not cleaning it.
I had no problem downloading that .reg file and opening it with notepad.
It contains just 3 registry keys.

The key is related to the executed programmes list.
The 3 entries are all related to Intel graphics.
igfxtray.exe is a 'Graphics Accelerator Helper Module' for Intel and nVidia graphics cards.
igfxHK.exe controls video-related hot keys as part of Intel's Common User Interface.
igfxEM.exe is the executable of Intel's Common User Interface.
They should be OK to ignore/exclude.
But as Andavari said you are better off (safer) not using the reg cleaner at all with Windows 10 (unless you have a particular problem).
It will not speed up your machine or save space, and has been know to cause problems and even brick machines altogether.
