I'm a starter programer looking for a good-looking GUI library. I liked the one used in CCleaner v2.0+. What is it's name ? Is it free or open-source ?

I liked ICQ's to, but I couldn't find what are their's.

I think they have used Windows Template Library (WTL) to create their UI (http://wtl.sourceforge.net).
