Do you want ccleaner to start with the computer? If so use the option skipuac in ccleaner's options (I think advanced but am not in front of a computer right now).
If you don't want ccleaner to start with the computer, you should turn off smart cleaning in options.
As Nergal says, go to Options>Advanced and tick 'Skip UAC warning'.
