CCleaner does not have a clear font on Windows 8.1 (Hi-Res displays). I do not know if the icons are affected.

Your screenshot shows Adobe Reader. Maybe get a screenshot of CCleaner instead so the dev team can see exactly the issue you're having.

Can ClearType be tweaked inside Win 8?
If you type cleartype into Win 8 search there is a tick box setting to turn it off or on, and also you can select 'adjust cleartype text' and select the box of text which looks best of the ones it shows you.

Some applications do not have this type of problem (IE 11, Office 2013, Firefox 22, Chrome 30 ...).
It has nothing to do with ClearType. The font system is correct and that the scaling that has been much improved over Windows 8.1.
Look at the title of CCleaner and buttons are clear.

Yes, but if developers do not update their apps they remain fuzzy or improperly scaled.
It's like Apple with Retina Display ... many apps were not suitable for Retina!
Finally, I have Windows 8.1 that improves scaling for Hi-Res displays.

I tried 150 DPI to make you happy but there are always men that kind of blur.
Besides, I still waiting for an answer!
The devs read all suggestion so this will have been seen but quite often they don't make comments about it in the thread.
