CCleaner does it's thing with IE10 in just a minute or minute and a half. Why in the world do I wait anywhere from 20 to 26 minutes for it complete the Firefox caches?

This might be because you 1) may still have firefox processes running and/or 2) you have "compact databases" checked and use firefox alot. (It may well be something else but with the scant information you provided, that's my initial guess)

If it's taking that long it could also mean the SQLite database is heavily fragmented, or possibly corrupted. If it's corruption it's probably best to refrain from using "Compact Databases" and/or Vacuuming in any program or tool that offers it.

That usually never works from my experience being that everything would stay intact meaning the Profile would be re-used which could be what's causing the issues.

Edit:

I should note whenever I've started off fresh with Firefox I've made bookmark backups to an HTML file to restore from - although newer versions of FF allow for backing them up to a .json file instead of only HTML.
