No, the amount of memory occupied/used by SPECCY is NOT ~ 9 MB but it's ~ 9 GB !!!! That's about 55% of the 16 GB of memory. The problem here is the difference between how people in England (& the US) and continental Europe write down their numbers. In England + the US people write down "8,954.4" whereas people in continental Europe write "8.954,4". In the US & England people use a "Decimal Point" but in continental Europe people use a "Decimal Comma". And Spain (at I assume "DeathSong" lives in Spain) is in continental Europe.
I assume that 12% is the amount of CPU that is being used ? The high amount of memory used in combination with high CPU means that there is conflict between SPECCY and some other program. Open Windows' Resource Monitor (Memory tab) and the run SPECCY to see how the different parts of the memory behave. Or run the program RAMMAP to see if there is any odd behaviour going on. (Did you turn off the pagefile ?).
