Almost every time I open CCleaner V 5.75.8238 and click on analyze for Custom Clean I am getting Duplicate Items listed to be cleaned and I have to close CCleaner then open it again to clear up the duplication's. This is clearly a bug that was around in the previous version and this should have been fixed in this latest release.

Yes, it happens.
It happens randomly, and random bugs can be hard to track down.
It's not a functional issue though, just a display issue which can be safely ignored.
This particular 'double listing' one seems to be related to Windows itself, so changes to CCleaner may not be able to eliminate it.
Some see it more often than others, which would tend to indicate that it is a particular Windows setting on their machine, or maybe even a different CPU chip or other hardware difference.
