I was double charged for CC - and haven’t yet found a way to contact the right person or department to correct the billing - anyone have suggestions or do I just count this as another method of internet spamming ?

Be aware that support is very slow these days - you will get an automatic reply by email but it may be some time (days or even weeks) before an actual person will reply.
