What I mean by that is this; On my old computer running XP, I have many index.dat files located in weird directories like TEMP. Even on accounts that I didn't use CCleaner on. Is this normal? When I google Index.dat file locations, I never see any in the TEMP directory. I have at least 10 or more index.files per account.
Some internet history that was definitely recorded before I downloaded CCleaner can be found in index.dat files in TEMpP directories. I have no idea whether they were there before I downloaded CCleaner or after.

No, ccleaner is not creating these (or any) files. Ccleaner uses a identify and remove techniques with hardcoded locations from which it detects if a software is there or not. If the detected location is found then a hardcoded set of disc locations and registry entries are removed directly; they are not moved to any temporary location first.

These may not be Internet Explorer 'index.dat' files, they may have been created by another programme (or programmes).
The .dat extension is commonly used for data files (files that are not human-readable and do not hold a document-based binary file).
It's possible to find files named 'index.dat' that are not used by Internet Explorer.
Indeed it is often hard to find the Internet Explorer 'index.dat' files themselves because they are designated as System Files and do not not normally show up in Windows Explorer, even with 'show hidden files' selected.
