Does CCleaner turn off System Restore?

I updated my Windows 8 laptop to Windows 8.1 on 1/22/2014. Secunia reported that all apps were then up to date, including Chrome. I ran Chrome and found it was v.31. I downloaded and installed Chrome 32 and noticed there were two Chrome icons. A little surfing told me that Chrome always leaves the old version in place. I deleted the old one. I then ran Malwarebytes and was pleased to find nothing. I then ran CCleaner and deleted what it found:
Google Chrome - Internet Cache 49 MB 380 files
Google Chrome -Internet History 740 KB 20 files
Google Chrome - Session 57 KB 2 files
Applications - Adobe Acrobat XI 9 KB 1 files
Applications - Office 2010 6 KB 4 files
Utilities - Windows Defender 125 KB 21 files
Windows - MS Search 3,072 KB 3 files
I then wanted to see how many Restore Points I had created, and discovered that System Restore was turned off! Did CCleaner do that, or does Windows 8.1 come that way?

Not sure what could have turned it off. But, CCleaner doesn't turn System Restore off.

Hello Sam and welcome to the forum. I believe that the upgrade to Windows 8.1 is responsible for your restore points disappearing. You would not use the restore points to revert back to Windows 8. From what I have read, Microsoft recommends reinstalling Windows 8 if you want to restore the original OS. You should re-enable system restore, allocate a percentage of disk space, and set a new restore point before moving forward with the installation of new applications.
