Imagine you have a big file with several fragments - few dozens sized in KBs and several sized in 100s MBs. Setting a minimum fragment size would considerably reduce fragmentation whilst saving time and HDD health. Setting this minimum and defragmenting whole system would be much faster and very efficient.
do you mean something like is already there in Settings, Options, Defrag tab, Minimum file size: ?
and on the Quick Defrag tab, Have more than: n fragments?

What are the default rules?

looks like there is only one Default rule, "skip files with fragments larger than 50MB".
