Defraggler and win me

I downloaded defraggler and when I open it from my desktop I get these messages!Defraggler.exefile is linked to missing export Kernel 32.Dll. Verify version Info W.

C:\program files\defraggler/defraggler.exe A device attached to the system is not functioning.....

Any suggestions! I am running win me.......Does it not run with win me.....
