Defender blocks 5.63

I just downloaded CCleaner 5.63. But every time I try to activate it, this pops up:

"Windows protected your PC

Windows Defender SmartScreen prevented an unrecognized app from starting. Running this app might put your PC at risk."

So what's the problem?
