Some uninstallers don't get along with CCleaner to remove the software, for instance the Windows Installer service can complain during an uninstall and insist upon CCleaner being exited.
I don't know what dbPowerAmp uses for the uninstaller, however it's perhaps something similar making it unlikely that CCleaner can initiate the uninstall command.
