Whenever I attempt to start CCleaner, I get the following "Critical Error" message:
"The thread attempted to read from or write to a virtual address for which it does not have the appropriate access
CCleaner v3.23.1823 (64-bit)
MS Windows 7 Home Premium 64-bit SP1
Intel Core2 Quad CPU Q6600 @ 2.40GHz
3.0GB RAM
NVIDIA GeForce 8600 GT"
Any idea what the problem is - and a solution?

please run ccleaner in debug mode
from the start menu run box type
"C:\program files\ccleaner\ccleaner.exe" /debug
The quote marks are important replace the location listed with wherever your ccleaner is. Replace for 64 since you run the 64 bit version of ccleaner.
when the crash occurs you will find a .log and a .dmp file. Attach the log to this thread and keep the dmp file in case it's needed later
Edit: ccleaner /debug -> works on my 32 Bit 7 from the start/run command.
Seems to work if CCleaner is installed.
I would guess that it would also work if you created a .bat file for a portable version, that you ran from the same folder as CCleaner.
(Afterwards, log file should be in same folder as CCleaner.)
