Consuming >15% of system

On my 6 core processor (Processor AMD Phenom II X6 1090T Processor, 3200 Mhz, 6 Core(s), 6 Logical Processor(s))

running Win8.1 with 16GB of RAM defraggler is constantly consuming between 15% to 20% of my system. What the heck is going on? What other details is needed to explain why Defraggler is consuming so much of my PC?

one possibility is a background task, say, your AV program as DF accesses a file and it steps up and scans it.

try running DF with the PC in Safe Mode to test that theory.
