This is not a CCleaner problem it’s a Windows error, so I have moved this question to “Computer help”.

[.ShellClassInfo] LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-21787, is a line from a *desktop.in*i file that causes Windows to open a Notepad file at startup.

It can appear when the startup folder is improperly configured after a Windows update or system crash.
