Windows 10 latest CCleaner but this has happened in previous revs. Start CCLeaner and a note states Edge must be closed to continue. Edge is already closed! Clicking continue allow the process to complete.

Edge may infact still be running in the background or from within other applications. Ccleaner can't clean while in use are most (maybe any) windowsUI apps are running and certain applications, such as Microsoft Office or many 3rd party applications, may use edge to render HTML.
