discovered that CC 5.08 on Windows 10 is not wiping clean the history of Chrome. What else is not wiping?
Wipes chromes history for me fine.
Are you signed into google in ypur browser? Often this allows google to store your history online and return it to any chrome instance you are signed into.
You have to close Chrome for CC to work.

Not the fault of ccleaner. All modern browsers use datbase files for their cache. When in use these files are locked by the browser.
