When I start the programme, I’m asked if CCleaner can make changes to my computer. I click yes, and it starts to load, then the Welcome screen kicks in and freezes on my screen. I can’t do anything on my pc. I have to sign out and sign in. I’ve tried starting as administrator, but it’s still the same.

We’ve had a few reports of this and there’s a workround (it works for most):
Go into Windows Settings and set the display scale to 100%.
Run CCleaner to get past the Welcome Screen.
Set your display scale back to what it was.
Thanks. I’ll try that when I get home. I have my 14in screen slightly magnified for a bigger font.
