I have been told that after one runs CCleaner and cleans off the cookies and other entries, that one should always reboot their PC after cleaning, because things will remain on your PC if you do not rebboot. Is this a true statement, and should one always reboot after running CCleaner? I feel that it doesn't matter if you reboot or not. Who's right me or my friend?

No, you do Not have to reboot. =)

Index.dat files cannot be cleaned at the time as they are in use and so are marked for deletion on reboot.

So it's one point each :)
