CCleaner will not clean the "empty recycle bin"

I am new to using CCleaner and this maybe a dumb issue....but here goes....

There are no items in my recycle bin and when I run CCleaner it gets to 31% complete and is stuck on a file in the "empty recycle bin" category. Any suggestions?

P.S. The file that makes my CCleaner stall is:

C:\$Recycle.Bin\S-1-5-21-2251709859-... \$RRDTUMN.txt If that makes any difference....Thanks

Reset the Recycle Bin. This tutorial works for Vista and Win7.
