CCleaner v6.18 window opens slowly when the Internet is blocked.
It takes more than 10 seconds.
Previous versions do not have this problem.
Windos 11 Home 23H2.

This might be related to the issue being discussed in TheOwner's 16-Nov-2023 topic Why was CCleaner 6.18 removed from download?. See nukecad's comments <here> about problems with verification of license keys in v6.18 that notes that a bug fix is expected on or after 20-Nov-2023.

My guess is it's likely the phoning home telemetry during the startup of their software that causes the very long delay.
For example don't have an active Internet connection when starting their recovery software Recuva and it will take too long to open. Close it and then re-do the test again, and yet again it takes just as long to open the second time.
