UAC bypass is possible, through tasksheduler in windows 7
you just need to add /AUTO in the program/scriptline
like this "C:\Program Files\CCleaner\CCleaner.exe" /AUTO (remember space after the " )
tested and working. created this little guide: youtube.com/watch?v=BveGUnBJEaE
have a look and let me know if it works
PS: if your on a notebook, you need to modify power settings under "conditions"
look here http://img141.imageshack.us/i/notebook.jpg
You could experiment with editing the embedded .manifest file
<requestedExecutionLevel
level="asInvoker|highestAvailable|requireAdministrator"
uiAccess="true|false"/>
Maybe changing asInvoker to requireAdministrator

You can't and shouldn't, UAC is because CCLeaner cleans things in protected directories and the registry
